This position provides leadership to the HR Services recruiting organization for South Asia.
This job serves to add value to the business by managing the local teams delivering recruiting services whilst respecting the implementation of local norms and laws.
Reporting to the Head of HR Operations, the job holder ensures effective execution of recruiting services as well as continuous process improvement and effective change management at the local level.
YOUR TASKS AND RESPONSIBILITIES:
The job holder provides leadership and coordination for local recruiting administration. Job holder is responsible to drive process efficiency and improvements in close cooperation with the HR community locally and globally.
He/she is responsible for managing recruitment till VS 1.3 levels.
The position is accountable for executing recruitment and administering programs, which result in the selection of the best talent for the Bayer organization.
Works directly with business partners, peers and customers to develop the industry/location specific recruiting strategy, ensuring all recruiting efforts meet the business objectives.
Ensures the implementation of sourcing strategies within agreed cost and time scales as well as compliance adherence for the Bayer businesses. The job holder is responsible for managing the local recruiter community and ensures that respective KPIs are met.
As parts of organization goes through rapid expansion, this person will be responsible to manage the increased hiring numbers while maintaining the same KPI and SLAs.
He/she is familiar with the key Bayer HR and recruiting processes and functions and ensures that these are taken into account at the local level.
Proactively work with the local and global HR community (HR Experts, HR Business Partners, HR Services, HR Organisation etc.) locally to convert strategies and policies into recruiting services for country / country group.
Proactively identify recruiting service delivery issues and take appropriate action to resolve; promote performance improvement initiatives based on local needs and global structure.
Ensure efficiency and reduction of complexity by standardization and the use of best practice in service delivery for recruiting based on global framework.
Maintain and improve quality standards within the process service team by establishing and analyzing global and (appropriate) local KPIs (including 3rd party KPIs) as well as defining and tracking according actions for local organization that are in line with global governance.
Manage daily service operations, responding to service demands as they arise (e.g. volume of calls, staff absence, e-mail queries, etc.).
Ensure proper budget performance and alignment.
Ensure local support and knowledge for incident/problem management for local topics based on global steering and rules.
Has clear overview about changes, project requests and developments in the field of recruiting within a country and coordinates as needed.
Supervises prioritized recruiting projects and services in the region and supports the project/service team.
Ensure compliance and risk management across recruiting locally.
Ensure the implementation of local norms and laws in relation to the recruiting process and system.
Oversees the vendor relationships associated with recruiting (employment agencies, web sites, traditional advertising) and manages the scheduling & attendance of job / university fairs and professional associations as well as, other outreach programs.
This position acts as mentor/coach and people manager for the local HR Services Associate, local HR Services (Senior) Professionals.
Establish a work culture within the local recruiting team that promotes teamwork and sharing within HR Services globally and partnering with stakeholders based on global governance.
Set targets for the team in terms of behavior, performance and development; perform salary review.
Manage internal and external recruiting staff (recruit, on board, motivate, develop, determine merit and identify talent) in line with the Bayer LIFE values.
Ensure proper succession management and skill assessment of workforce in the recruiting team.
WHO YOU ARE:
Preferably a university degree or equivalent, especially with the main focus on Human Resources or a related field. Alternatively an equivalent progressive working experience.
English language should be fluent both in the spoken and written form, plus local / regional language requirements.
10+ years of experience in Human Resources, especially in recruiting. This should also include several years of management experience.
Proven experience with leading major projects and developing strong working relationships with stakeholders, the HR community and customers;
Detailed understanding of HR processes & systems
Communications strategy and messaging skills with the ability to build long term partnerships with internal management & staff, including the various relevant representatives of workers groups and external stakeholders.
Experienced in multidisciplinary project management as well as change management.
Experience working and collaborating within a global organization and multicultural environment.
Strong customer orientation and service delivery management.
Ability to interact with and support all levels of management and business partners.
Demonstrated expertise in implementing strategies around diversity recruiting, or specific outreach to functional specialties.
Ability to exercise strong judgment in difficult situations.
Willingness to take on responsibility and be resourceful (using a wide-range of information sources).
Specific experience in Customer Service and HR process design, transaction support, and employee administration
